Impact reporting based on robust Monitoring and Evaluation (M&E) principles is a strategic priority for Plan International. The ability to evidence our impact on the ground is critical in securing stable support and funding in a sector facing increasing insecurity. All projects implemented by Plan International adhere to monitoring and evaluation processes, with data documented within the global M&E system, PMERL. PMERL is an instance of Amp Impact, a Salesforce based product owned by Vera Solutions. At present, the means by which data is collected and uploaded into PMERL is determined by each individual Country Office (CO). A variety of offline processes and Digital Data Collection tools are currently employed, depending on the capacity and budget of each office.
It is expected that a global Digital Data Collection tool would offer tangible benefits in terms of efficiency, data quality, standardisation, and security for Plan as an organisation. Data would be collected in the field using the designated tool, aggregated, and sent into the PMERL system where it would be stored in the relevant indicators and data points. The tool would also allow for partner organisations to contribute project data without needing direct PMERL access. This data would then be used to understand our impact and drive future project performance. As such, a DDC tool represents a key component in an end-to-end global M&E system within Plan.
A DDC tool has been procured for the Sponsorship survey use case – Commcare in partnership with Dimagi. However, the M&E use case represents significantly more complex requirements, including a greater variety of data to be inputted, a greater spectrum of users who will need access, and requirements for aggregation of data.
