Justice Rapid Response (JRR) is an intergovernmental initiative set up to provide a stand-by facility of trained and rapidly deployable criminal justice and related professionals at the request of the international community to investigate, analyze and report on situations where serious human rights and international criminal law violations have been reported. Thanks to funding from the European Union, Justice Rapid Response and Save the Children are partners in a project aiming at providing greater access to justice for children affected by armed conflict, notably by increasing visibility of crimes and violations affecting children in documentation and investigation processes.

As part of this partnership, Justice Rapid Response (JRR) is developing an e-learning training module on how to integrate a strong child-sensitive approach and perspective into investigations of core international crimes and serious human rights violations.
The module will be addressed to all experts on the JRR Roster, with the view of raising greater awareness on the importance of documenting and investigating violations affecting children. The module will be part of the self-paced e-learning induction programme that Justice Rapid Response has developed as a mandatory step in its certification process.
The module will become mandatory for all new experts joining the JRR Expert Roster and will be recommended to experts who are already on the roster.

The training module
The module aims at enhancing the capacities of JRR roster experts to incorporate a child rights’ approach in their deployments, ultimately contributing to the mainstreaming of child rights approaches in all accountability processes for international core crimes and serious human rights violations.
The objective of this consultancy is to develop and build the technological and design content for the e-learning training module based on the outline that will be developed separately by a child rights expert (hereafter referred to as the “content consultant”)

The consultant will:
• Propose the storyboards based on the content that will be assembled by the content consultant (in a separate consultancy).
• Build the SCORM in Articulate 360 for a e-learning module (appr. 2 hours of learning content) that is to be integrated in the JRR Induction Programme on the KAYA platform and can also be proposed as a stand-alone course. The module needs to be compliant with all standard e-learning requirements such as bookmarking, screen-reader compatible, etc.

Deliverables
The project period will be from May to September 2023. The expected launch of the module is scheduled for September 2023.
To ensure coherence and alignment, collaboration with the content consultant will be expected throughout the project period from the stage of the drafting of storyboards until the final delivery of the course.
Develop the outline for the presentation of the material and map the content plan with e-learning modalities (on the basis of what has been developed by the content consultant)
Draft storyboard
Provide instructional design input
Ensure Alpha and Beta testing
Make updates based on final reviews by proof users
Build the SCORM for the course module

Outputs
– A 2-hour e-learning module on the Kaya platform with innovative storyboard
Qualifications
• Substantial experience of technical building of e-learning courses and online learning, notably related to human rights and humanitarian contexts.
• Knowledge of specific e-learning authoring tools (please specify in your application which tools you have previously used).
• Knowledge of Articulate Storyline/Rise 360 authoring tools is desirable.
• Storyboarding and Instructional Design expertise.
• Knowledge of Kaya is desirable.
• Strong communication skills.
• Fluency in English is required.

The applicant should send a technical and financial/costing proposal detailing their understanding of the TOR and methodology that will be used to undertake the task. Furthermore, they should include prior experience conducting similar work, Resume / CV, and related budget (with indication of daily rate).

The selection process will be conducted by JRR together with Save the Children. The consultancy contractual agreement will be with Save the Children.
