The Norwegian Refugee Council (NRC) has committed to reducing our carbon footprint while continuing to provide high quality humanitarian assistance to people affected by displacement including in hard to reach contexts. A priority in these efforts is the transition from the use of diesel generators to renewable sources of energy. Solarisation pilots have been implemented in a few countries but appropriate financial support is critical to scaling up the use of solar power across the organisation.
NRC seeks a consultant / consultancy company to develop a cost recovery or internal leasing mechanism fitting the needs of the organisation and providing greater value for money and predictable costs for donors.
At the end of this consultancy, NRC should be ready to implement this mechanism for solar energy projects, in order to fairly spreads the cost of energy assets between donors in a predictable manner and enabling the rapid scale up of solar energy use in NRC. This mechanism is also expected to be used for other types of assets at a later stage.
We are soliciting bids from reputable providers, in order to establish one consultancy contract.
Required expertise:
For this consultancy, NRC will favour experience over formal qualification.
The consultant should have:
- Relevant experience of the development of a similar cost recovery or internal leasing mechanism
- Relevant experience of working with humanitarian donor requirements, particularly for capital asset procurement
- Strong analytical skills
- Excellent proficiency in English
