The purpose of this consultancy is to develop a full SAP Funding Proposal package including the core document and annexes. The consultants will need to undertake the research and analysis work, as part of the Annex 2 pre-feasibility study, and ensure the proposed approach is based on sufficient climate evidence linked to specific health related issues as outlined in this ITT and is fit for purpose to achieve the project’s paradigm statement, in line with GCF requirements.
The GCF requires a comprehensive design package for submission as part of a GCF SAP Funding Proposal (FP) from the Accredited Entity. SCIS requires consultancy services to fulfil the following key requirements and deliver a completed project SAP Funding Proposal and mandatory annexes and non-mandatory annexes.
Consultants can apply to one, multiple or all the below Lots. Please note that priority might be given to Consultants/Firms that apply to multiple/all lots:
- Lot 1:
- Finalize and package the draft SAP Funding Proposal and mandatory/non-mandatory annexes: (2) Feasibility Study, (2a) Logical Framework, (2b) Timetable, (3) Budget, (4) Gender and social inclusion assessment and action plan, (7) Risk assessment, (11) Project monitoring and evaluation plan and budget.
- Plan and conduct Stakeholder validation workshop.
- Provide Responses to GCF Secretariat 3X rounds.
- Lot 2: (9a) Legal due diligence
- Lot 3: (10) Project economic and financial analysis (cost benefit analysis)
- Lot 4: (12) Environmental and Social Safeguard assessment and Action Plan, (17) Mitigation potential assessment
- Lot 5: (18) Market analysis and private sector engagement assessment.
- Lot 6: (19) Completed Financial and governance systems analysis, composed of an assessment on the project’s 3 x Executing Entities (SCIS, SCS, MoH) based on their financial and governance systems and mechanisms, and alignment to the SRSH design of the project required for a successful and efficient grant management and project implementation.
