Background Information on Plan International

Country Offices (CO) are structured and take different approaches to manage sponsorship communications and programs in their context. Good practices exist and there may be opportunities for country offices to reduce costs and improve quality through adaptation of different models. The partnership model being implemented in a few countries (for example Nepal, Bangladesh, and the Philippines) could present promise for other COs and support the objectives of the Pledge for Change and its global strategy to be ‘Globally connected, locally led.’
In keeping with the Nepal’s law requiring international NGOs to work through local NGO partners, Plan International Nepal has been working with informal community-based groups (e.g., women’s groups and youth groups) to implement its sponsorship communications and the delivery of its programs. In FY19 Plan International Nepal piloted a new delivery model working with local NGO partners with a registered legal entity in one Programme Area (sub-national programme coverage area). Overall, the pilot experience was successful, and the model is now implemented in all Program Areas where it works. The model is seen as a viable and sustainable approach that improves the performance of sponsorship communications in an effective and efficient manner. The model also supports and strengthens the integration of sponsorship and the broader program.
To improve global effectiveness and the efficiency of sponsorship communications and program implementation in country offices, Plan International’s Global Hub (GH) Sponsorship Department will commission the evaluation of partnership models, including in Nepal and considering those experiences of India, Bangladesh, and the Philippines, highlighting good practices and recommended methods for considering the adaptation of these practices in other country contexts.
This Terms of Reference (ToR) outlines the process and requirements to evaluate the effectiveness, relevance and efficiency of the partnership model and assess its potential for scaling up to other countries.
