INTRODUCTION

Save the Children is a leading child rights organization in the world, envisioning a world where each child attains the rights to survive, develop, participate and be protected from all sorts of violence and exploitation. Save the Children works towards breakthroughs in the way the world views and treats children and attains immediate and lasting change in the lives of children. ’Building Resilience of Children, Young People, Families and Communities Affected by Conflict, Climate Change and Migration in the East and Horn of Africa’’ is one of the core programmes through which the Regional and Multi-Country Programme of SCI contributed to the attainment of organizational aspirations for children.
The ‘Building Resilience’ programme has been running through two phases from 2018 – 2021 (the first phase) and 2022 – 2025 (the second phase) supported by DANIDA through Save the Children Denmark. This programme integrates humanitarian and development components including youth empowerment, promotion of children’s agency, supporting education in emergency, mental health and psychological support, child protection system, and enhancing civil society’s capacity. While focusing on the East and Horn of Africa region, ‘Building Resilience’ works with national level stakeholders in South Sudan and Somalia through such components like MHPSS, EiE, child protection systems; and CSO, children and youth empowerment components. The theory of change of the program interweaves influencing regional policies and frameworks, promoting space and mechanisms for CSOs, children, and youth engagement, enhancing the capacity of regional CSOs, youth networks, and strengthening regional accountability mechanisms.
Save the Children decided to undertake an external evaluation of the programme for multiple
of purposes including generating evidence for advocacy and lessons for future programming primarily focusing on outcomes, partnership, the Theory of Change of the programme and others. Through the evaluation process, SC and partners will organize the documentation of the programme for future use. The evaluation will be carried out by a consultant and will follow the
OECD DAC evaluation criteria.
Objectives:
The following are the objectives of the terminal evaluation.
1. Assess the outcomes of the programme at national (South Sudan and Somalia) and regional levels and validate our contribution to country and regional level changes in civil society capacity, empowerment of vulnerable youth and children in the Horn of Africa, and policy changes related to child protection, mental health and psychosocial support, education in emergencies, and youth and children’s participation.
2. Assess the partnership modality of the programme from the perspectives of localization and shifting power.
3. Generate evidence for learning to enable SC and CSO partners make sound decisions on future programmes, theory of change, advocacy priorities, partnership modalities, and supporting sustainable civil society movement.
4. Ensure accountability and transparency of SC and partners and assess our efficiency and effectiveness in terms of resource utilization.
5. Improve future project design and management, not just by proving impact but also by improving practice and by developing and documenting replicable, innovative solutions to the problems facing children
