The purpose of this consultancy is to utilise tools/landscaping activities already developed including the RBM SME gap table, RBM NMP self-assessment tool, GF M&E Country profiles, WHO surveillance assessment toolkit and evaluation, and other tools as well as qualitative interviews with key stakeholders and collation of expert opinion from RBM SME WG members, to develop a list/framework of critical SME components, tools and activities deemed essential for a functioning surveillance system.
The listing may have different components to respond to transmission intensities and baseline maturity of the surveillance system.
