1. Overview of the services requested:
This call for tenders has been launched to select a service provider capable of supplying and
implementing a Digital Asset Management (DAM) solution to replace and merge ACF France’s
current platform, composed by 2 distinct tools: BrandForum and Ephoto. The selected
provider shall support Action Against Hunger in the implementation of a secure, reliable and
scalable solution for the centralisation, management, sharing and governance of digital assets
at international level, as listed in the chapter 19, chapter 20 and appendices 8 et 9
ACF France is seeking a provider with proven experience in similar DAM projects, including
solution deployment, data migration, system integration, user training and initial support. The
proposed solution must meet ACF’s functional, technical and security requirements and be
adapted to the operational context of an international humanitarian organisation.
Through this consultation, ACF expects tenderers to demonstrate their ability to deliver a
high-quality solution and services ensuring in particular:
• achievement of the objectives set out in these specifications;
• service quality and reliability;
• cost control and optimisation;
• compliance with implementation timelines;
• availability of resources and expertise;
• data security, confidentiality and regulatory compliance;
• proactive cooperation throughout the project, including where relevant in relation to
reversibility.
Tenderers acknowledge the strategic importance of these services and are expected to
comply with all instructions, forms, clauses and specifications set out in this tender dossier.
2. Purpose of the Call for Tenders :
The purpose of this call for tenders is to identify and select a service provider capable of
supplying and implementing a Digital Asset Management (DAM) solution that meets the needs
of ACF France, as described in this tender documentation. The selected solution is intended to
replace the current platform and to support ACF in the secure, efficient and sustainable
management of its digital assets.
This consultation aims to establish a framework agreement with the successful tenderer for an
initial term of tree (3) years from the date of notification.
At the end of this initial period, the framework agreement will be automatically renewed for
successive periods of one (1) year, unless a specific decision is taken not to renew it.
The objective of this call for tenders is to ensure that ACF selects the most suitable service
provider in terms of quality, the relevance of the proposed solution, implementation capacity,
security, compliance and overall cost-effectiveness.
The Tenderer shall commit to an obligation of result regarding the delivery of the solution and
services. In particular, such obligation of result shall apply to compliance with the agreed SLA,
project calendar and implementation timelines, as well as to the overall conformity of the
solution with the requirements set out in the present specifications. In the event of serious or
