The purpose of this request for proposal (RFP) is to solicit competitive proposals from qualified consultants to provide technical consultancy services for for the economic evaluation (cost consequence analysis) and mixed-methods integration of SALAMA (DIGIT).

Seasonal malaria chemoprevention (SMC) is a time-bound, large-scale community campaign that requires coordinated household registration, medicine administration, supervision, stock management, reporting and rapid operational decision-making. The quality and timeliness of the information system supporting these processes are therefore central to effective programme management.

Mozambique adopted the DIGIT Health Campaign Management platform, locally known as SALAMA, to support SMC implementation. SALAMA integrates household registration, recording of medicine administration, supervision, stock management, geospatial monitoring and real-time reporting. The wider study will use a retrospective, mixed-methods, pre–post quasi-experimental design to compare SALAMA during the 2025–2026 SMC campaign with the historical paper-based reporting system used during the 2022–2023 campaign in Nampula Province.

This consultancy covers the economic evaluation and the subsequent integration and reporting of the overall study findings. It will generate decision-oriented evidence on costs, resource use, reporting efficiency, uncertainty and financial sustainability, and will integrate this evidence with the quantitative, qualitative and documentary findings produced under the other study objectives.

Within this context, Malaria Consortium intends to recruit a Senior Consultant to support the consolidation, management and analysis of evaluation data, as further detailed in the subsequent sections of this RFP.

Proposals must be received by 25 October 2026 at 23:59 CAT (Central Africa Time). Proposals received after the specified deadline will not be considered.

Suppliers must provide the following:
1. CV highlighting relevant experience (2 pages maximum)
2. A 1–2-page technical proposal outlining the approach and timeline
3. Two samples of similar work (if available), including reference of system developed or improved related to DHIS
4. Financial proposal (daily rate and estimated LOE)
