SOLIDARITES INTERNATIONAL (SI) is a French NGO, independent of all political, economic, ethnic and religious groups. For over 40 years, it has contributed to provide humanitarian assistance to populations that are victims of armed conflicts and natural disasters by meeting their vital needs (water, food and shelter) and strengthening their resilience capacities. Particularly committed to the fight against water-borne diseases, the world’s leading cause of death, SI provides expertise in the areas of access to drinking water, sanitation and hygiene promotion, as well as in the essential domain of food security and livelihoods and shelter. SI teams are present in about 25 countries – a total of 2,494 people, including expatriates, national staff, permanent staff at Headquarters, and a few volunteers.
ABOUT THE MISSION
SOLIDARITÉS INTERNATIONAL (SI) is a humanitarian NGO which is committed to meeting the vital needs of populations faced with a major crisis of human or natural origin and to strengthening their resilience, particularly regarding Water, Sanitation, Hygiene, and food security.
The Yemeni conflict, now in its eight year, has evolved into one of the largest humanitarian crisis in the world. An estimated 23.4 million people in Yemen require some form of humanitarian assistance in 2022, of whom 12.9 million people are assessed to be in acute need, and 4 million people are currently displaced. Half of the displaced are women and 27% are under the age of 18. Food affordability is a critical concern with only around 25% of food being produced domestically and COVID-19 related trade restriction and currency depreciation risk increasing food prices even more. Remittances from migrant Yemeni workers, which made up 13% of the country’s GDP in 2019, have seen a dramatic decline and reduced the availability of hard currency. The impact of conflict on displacement and economic collapse has resulted in worsening social-economic vulnerabilities and acute need for food, water sanitation and hygiene (WASH), shelter, food security and livelihood and protection services, leading to a situation of Protracted Emergency, driving acute vulnerability and increasing exposure to protection risks.
In 2017, SI launched its operation in Yemen. Currently, the SI Yemen is operating in five bases of EPRT covering (Abyan, Lahj, Al Dhale’e), West Coast, Marib and Taiz with the close support of the coordination (main) office. The different bases are currently implementing mostly an emergency multisectoral (WASH, shelter and FSL) projects and one WASH resilience project in the west coast through various donors served/reached an estimated of 144,470 individuals in YR2023.
OBJECTIVES OF THE SUPPORT NEEDED– ABOUT THE MARKET
To accomplish the goal of this consultancy effectively and promptly, there will be a split of responsibilities between SI team and the consultant among the different processes.
A needs and constraint assessment should be conducted. The objective is to assess the current IM situation in terms of current needs and constraints of the mission – Program teams and Coordinators- for creating common/harmonized tools/systems at the static and emergency bases, Locations/Activities databases and potentially an online map displaying all the activities of SI Yemen Mission, understand the resources will be needed to fully support the operation of the proposed IM system. This phase can be achieved through the following process:
- Desk review for the current products includes but not limited to (tools, maps, databases, indicators’ tracker, current water sources map and how it can expand and be inclusive for all projects/activities etc.), given a special focus on the emergency tools and set up according to the new EPR strategy, CCY project & process etc: Consultant (In country/person)
- Creating an interview grid + template for data mapping: Consultant (online)
- Share the different tools and databases/project/base according to the data mapping template with consultant: SI
- Interviewing PMs, Coordinators (Tech and FCs), DCDP and MEAL, CD and DCD Support: Consultant (In country/person)
- Mapping of the current databases and content of each database: Consultant (In country/person)
- Summarizing the findings of the needs and constraints analysis based on the desk reviews as well as the interviews outcomes in a report including but not limited to (risks assessments, best versus current practices, resources needed to allocate, proposed set-up etc.) and actionable recommendation: Consultant (Online)
- Design of potential IM harmonized scenarios with related data workflow based on the gaps identified within analysis report. Consultant (Online)
- Review and approve the findings report of the needs analysis and the proposed IM scenarios : SI
- Developing final ToR and proposed action plan for the development of the IM system (including but not limited to location/activity master databases, dashboard, external reporting etc.) that could be achieved in future: Consultant (Online)

REQUIRED PROFILE
In general, the consultant shall combine the following criteria:
- Technical Expertise in Information Management Systems
- Educational Background: A degree in Information Technology, Data Management, Computer Science, or a related field. Advanced degrees would be a plus.
- Experience: At least 5-7 years of experience in designing, implementing, and managing IM systems, particularly in the humanitarian or development sectors.
- Knowledge of Tools and Technologies: Expertise in various IM tools, database management systems (e.g., SQL, ONA), Geographic Information Systems (GIS), and data visualization tools (e.g., Power BI, Tableau). Familiarity with mobile data collection (MDC) platforms and integration of systems.
- Data Security: Strong understanding of data protection principles, cybersecurity, and risk management concerning sensitive data.
- Humanitarian and International Experience
- Humanitarian Sector Knowledge: Previous work experience in humanitarian settings, ideally in conflict or post-conflict environments like Yemen. Understanding of the complexities and challenges in these settings, including security risks, logistical constraints, and working with displaced populations.
- Field Experience: Hands-on experience working in field operations, ideally within NGOs or international organizations. Familiarity with Water, Sanitation, and Hygiene (WASH), Food Security and Livelihoods (FSL), and Monitoring, Evaluation, Accountability, and Learning (MEAL) activities.
- Cultural Sensitivity: Ability to work in multicultural environments and adapt to different cultural contexts. Prior experience in the Middle East, particularly Yemen, would be advantageous.
- Analytical and Strategic Planning Skills
- Needs Assessment and Gap Analysis: Proven experience in conducting needs assessments, identifying gaps, and providing actionable recommendations for IM systems.
- Strategic Planning: Ability to develop IM strategies that align with organizational goals, including the design and implementation of harmonized and centralized data management systems.
- Reporting and Documentation: Strong report writing skills to provide clear, concise, and actionable recommendations. Experience in drafting Terms of Reference (ToR) and developing work plans.

- Propose a clear timeline showing the details for the completion of consultancy, inline to the proposed workplan within the ToR.
- Financial proposal. Includes breakdown of costs such as consultant fee, and other related expenses etc.
- Sample copy of concise/clear reports/ToRs for similar consultancy prove the strong writing skills etc.
- Sample copy of similar assignments of developing IM strategies etc. in past work proven by (i.e. acknowledge certificates, contract etc.).
- At least 2 references.
- Consultant should confirm their availability to implement the evaluation (20th of October 24).
