Human Appeal-Syria , through its Global Supply Chain Department, invites qualified contractors for the construction and furnishing of Sarja Mosque in Sarja village, Ariha District, Idlib Governorate. This is an open tender and any contractor meeting the conditions set out below may request the tender package and submit an offer.
تدعو هيومن أبيل – سورية، عبر دائرة سلسلة الإمداد العالمية، المقاولين المؤهلين إلى تقديم عطاءات مختومة لبناء وتجهيز مسجد سرجة في قرية سرجة بمنطقة أريحا، محافظة إدلب. وهذه مناقصة عامة، ويجوز لأي مقاول تتوافر فيه الشروط المبيّنة أدناه طلب ملف المناقصة وتقديم عطائه.
Scope of the works
نطاق الأعمال
The works comprise two parts. The first is the construction of the mosque, the minaret, the men’s ablution area and the women’s prayer hall, including all civil, block and stone, plastering, flooring, sanitary, water, electrical and solar works. The second is the supply, delivery and installation of the furniture and equipment of the mosque. The two parts are tendered, evaluated and awarded together as a single contract; a tender that covers only one of them will be rejected as non-compliant, and every item of the bill of quantities must be priced.
تشمل الأعمال جزأين. الأول هو بناء المسجد والمئذنة ومواضئ الرجال ومصلى النساء، بما في ذلك جميع الأعمال المدنية وأعمال البلوك والحجر واللياسة والأرضيات والأعمال الصحية والمائية والكهربائية وأعمال الطاقة الشمسية. والثاني هو توريد وتسليم وتركيب أثاث المسجد وتجهيزاته. ويُطرح الجزآن ويُقيَّمان ويُرسيان معاً في عقد واحد؛ ويُرفض أي عطاء يغطي أحدهما فقط باعتباره غير مطابق للشروط، ويجب تسعير كل بند من بنود جدول الكميات.
Who may apply to tender

A bidder must hold a valid commercial registration, or an equivalent license permitting works of this nature in the project area, together with a valid tax registration. It must be able to evidence at least three completed construction contracts of comparable scope and value within the last five years, by signed contracts or completion certificates stating the contract value, the dates, the scope, the location and the client. Attendance at the site visit is compulsory, and a tender from a bidder who is not recorded on the attendance sheet will be rejected.
يجب أن يحمل مقدم العطاء سجلاً تجارياً ساري المفعول أو ترخيصاً معادلاً يخوّله تنفيذ أعمال من هذا النوع في منطقة المشروع، إضافةً إلى تسجيل ضريبي ساري. وعليه أن يثبت تنفيذ ما لا يقل عن ثلاثة عقود إنشائية منجزة بنطاق وقيمة مماثلين خلال السنوات الخمس الأخيرة، بعقود موقّعة أو شهادات إنجاز تبيّن قيمة العقد وتواريخه ونطاقه وموقعه والجهة المتعاقدة. وحضور زيارة الموقع إلزامي، ويُرفض أي عطاء مقدَّم من جهة غير مسجَّلة في كشف الحضور.
Obtaining the tender package and visiting the site

The complete tender package is issued free of charge. It may be requested in writing from
SY-PR157.Tender@humanappeal.org.uk stating the name of the company and the tender reference. The compulsory site visit will be held on 26 / 10 / 2026 at 10:00AM TO 17:00PM, meeting at (Idleb – Ariha – Sarja –Local council). Requests for clarification must be received in writing at the same address no later than 28 / 10 / 2026; replies will be issued to every bidder holding the package, without naming the bidder who asked.
يُسلَّم ملف المناقصة كاملاً مجاناً، ويمكن طلبه خطياً من (SY-PR157.Tender@humanappeal.org.uk) مع ذكر اسم الشركة والرقم المرجعي للمناقصة. وتُنظَّم زيارة الموقع الإلزامية بتاريخ 26 / 10 / 2026 بين الساعة 10صباحاً و 5 مساءً، ونقطة الالتقاء (ادلب – أريحا – قرية سرجة – المجلس المحلي للقرية). ويجب أن تصل طلبات الاستيضاح خطياً إلى العنوان ذاته في موعد أقصاه 28 / 10 / 2026؛ وتُعمَّم الردود على كل من يحمل الملف دون الإفصاح عن هوية مقدم الطلب.
Submission of tenders
تقديم العطاءات
Tenders must be received no later than 01 / 11 / 2026 at 15:00 Damascus time. Submission is by electronic means only, to the tender mailbox given above; no hard copy will be accepted and documents delivered by hand or by post will not be considered. Each tender must be sent in three separate, clearly named folders – administrative, technical and financial – and no price, rate or total may appear outside the financial folder. Prices are quoted in United States Dollars and tenders must remain valid for ninety calendar days from the deadline. A tender received after the deadline will be rejected without being opened.
يجب استلام العطاءات في موعد أقصاه 1/ 11 / 2026 الساعة 15:00 بتوقيت دمشق. والتقديم إلكترونياً حصراً إلى بريد العطاءات المذكور أعلاه؛ ولا يُقبل التقديم الورقي، ولا يُنظر في أي مستندات تُسلَّم باليد أو ترسل بالبريد. ويجب إرسال كل عطاء في ثلاثة مجلدات منفصلة ومسمّاة بوضوح – إداري وفني ومالي – ولا يجوز أن يظهر أي سعر أو فئة أو مجموع خارج المجلد المالي. وتُقدَّم الأسعار بالدولار الأمريكي، وتبقى العطاءات سارية تسعين يوماً تقويمياً من الموعد النهائي. ويُرفض أي عطاء يرد بعد الموعد النهائي دون فتحه.

Human Appeal applies a strict anti-bribery and anti-corruption policy and requires fair and open competition. No member of Human Appeal staff will request any payment or favor in connection with this tender, and no bidder may seek information about Human Appeal’s cost estimates or about competing offers. Any approach of this kind should be reported to tender@humanappeal.org.uk this notice places Human Appeal under no obligation to award a contract, costs incurred in preparing a tender will not be reimbursed, and Human Appeal is not bound to accept the lowest or any tender.
تطبّق هيومن أبيل سياسة صارمة لمكافحة الرشوة والفساد وتشترط منافسة عادلة ومفتوحة. ولن يطلب أي من موظفيها أي مبلغ أو منفعة تتعلق بهذه المناقصة، ولا يجوز لأي مقدم عطاء السعي للحصول على معلومات عن التقديرات الكلفوية لهيومن أبيل أو عن العطاءات المنافسة. ويُبلَّغ عن أي محاولة من هذا القبيل إلى tender@humanappeal.org.uk ولا يُرتّب هذا الإعلان أي التزام على هيومن أبيل بإرساء عقد، ولا تُعوَّض تكاليف إعداد العطاءات، وهيومن أبيل غير ملزمة بقبول أدنى العطاءات ولا أي عطاء منها.
